2004 yamaha 150 4/stroke idles too high

I have had a problem with the idle on this motor and need some advice. It should idle around 500-600 but will start out cold high -around 800-1000 and then sometimes it will drop back off to normal but not always.
Any thoughts?

yep
its either out of adjustment or broke.
