2005 yahama 4 stroke starting problems

I have a 2005 4 stroke 50 yamaha. I can leave it sit with motor down for long periods of time, pump the bulb and it will start right now. If I tilt it up and trailer it for 20 minutes it will take forever to get it started. Is the gas running out of carb or running into and flooding? Any suggestions?

US market 2005 F50 has no carburators so that rules that out.
