225 hp runs erratically

I posted a few months back about a fuel starvation issue in a 1993 Yamaha 225. Turns out the culprit was stuck check valves coming off both main and aux. gas tanks on a Grady White Explorer (one boat yard looked at the boat 5 times and didn't see this-a second boat yard noticed it immediately). We replaced them with straight barbs and the engine picked up about 8-9 knots.

Now the engine usually runs well at >2800 but getting from 1000 to 2800, it coughs, surges, loses rpms, and sometimes chokes out. Occasionally it will only get up to ~1800 rpm with the throttle opened up but then suddenly surge up to 5000 and run well until I slow it down. Also, when running wide open, any cut back in the throttle slows it right down to idle. Fuel lines, manifolds were changed recently and filters etc. checked at the beginning of the season (July). I'm thinking it may be an issue with the carburators.

you may now have a boat that is non compliant with USCG regs and could place you in a personal liability question along with your boat yard. the surgeing is normally carbs but that motor will require a few tests.
can you tell me if this is a 2.6L or 3.1 L motor?

Really? I wasn't aware of these regs, although I understand the potential hazards surging may lead to. The service manager of the (new) boatyard that will be storing my boat for the winter seemed to be perplexed by this issue. He asked if any alarms went off when I experienced these problems (they did not).

I really don't know about the engine capacity and can't check it because I'm out of state.

can ya post the model number of the engine?
the anti-siphon valves are required if any part of the fuel system drops below the top of the fuel tank.

All the paperwork is in ME, I'm in MA.

Anti-syphon valves were changed in August, as the first boatyard was trying to troubleshoot the problem. Tank vents are clear, too. In the off-season, I want to clean/change the fuel tanks, in case sludge has been built up over 12 years.
