I can't get my trolling motor to turn on. I took in into the shop yesterday and verified that it runs and works well - so I am assuming it has to be the wiring.

I have the positive wire hooked to battery 1 and the negative to battery 2 with a jumper from the negative of battery 2 to positive of battery 1. My wire tester lights up on the hot wire behind the plug in for the motor and inside the plugin for the hot wire. Thus, I can't figure out why it won't turn on. Any help is very much appreciated. Thanks.

Unless you made a typo here, you have it wired wrong. It should be:
- positive from motor to positive of battery 1
- negative from motor to negative of battery 2
- jumper from negative of battery 1 to positive of battery 2

You have the jumper backwards.
