25 HP what year model? and trouble with carb?

I have a 25 hp mercury the serial # 6185497 is there any way you can tell me the year? Also I am having trouble cranking the motor. the motor sounds like it will fire, but it does not crank. I know the carburetor needs to be tuned, and think this is the problem but, I am not sure how the needle should be adjusted correctly.

1983, 1 1/2 turns is a base setting but it sounds like you need to clean the carb
