25hp mercury ? won?t turn over with plugs in

The starter stains to turn the motor over with plugs in??plugs out no problem. Starter was rebuilt by local auto shop, new solenoid and all electrical connections replaced.

Starter ?strength? problem or motor problem? No obvious motor problem last time it ran (3 months ago).

Have you checked the voltage at the starter motor stud while attempting to crank? Should be 10 volts or better.

First thing to do is polish ever and I mean ever connection. thats is the cause of 70 % of the problems.

Thanks for the replies everyone…..great advice….low voltage issue.
Replacing the positive and negative cables from the battery was the solution. I had replaced the connections…..a boat mechanic said cables are sometimes a problem on older boats.
