28 hp spl will not stop flooding

i do not understand what could be the issue with the carb on this 28 spl evinrude. i have rebuilt the carb twice and it will not stop flooding. it floods as soon as fuel enters it. i have played with the float hight over a hundred times with 4 different floats all from the same size carb. when the carb is flipped upside down it does not flood. i have used all the rebuild kits parts from the 28 on a carb off of a 70 hp and it seals it and operates perfectly fine. the problem is, is the drop in hp and running to lean. what could be wrong with this carb.

Check your gasket and make sure it is not hanging over the bowl. Sometimes it catches the float and won't let it drop or raise. Also the float goes on with the indentation up when turned upside down.
