Just curious. How experianced are you with rebuilding carbs? If memory serves me right the rebuild kits dont come with new floats (correct me if im wrong) Still sounds like a fuel issue (like something is restricting the flow temporarily). Just a thought.

Your right Coopin. Floats are extra. I always replace them when I have the carb opened.

Does this engine have the digital ignition with the "ignition control module" ???

So could it possibly be a bad float in the carb (cracked full of fuel?) Seems like that could restrict the needle valve from opening up all the way. Might be something to check. Had that happen to one of my outboards a while back. would run great up to about 2800 rpms give or take and would sparatically go up to normal. I get that you sprayed starter fluid in to see if that jumped it up but i seriously doubt that would help much at idle (seems to idle fine) I would however think that if you hit it while at 3000 rpms it would jump up a bit not very safe thing to do but I would think that would justify pulling the carb apart again to take a look see. But then again im no expert

i think that for now im going to completly rule out it being a fuel issue, last year i did every possable fuel check, even replaced alot of parts, everything was either tested or if it couldnt be tested it was replaced. plus like my original post said, when i connected the coil to the battery it ran great, if it was fuel i would think that would have no affect on it.

yes, the boat dose have and ingition control module, i looked into that last year and i belive i ruled it out because i think everything i read said that an ignition control module either works or is dead (as in no inbetween). but then again i belive that when i search there wasnt much to read about them, so please correct me if im wrong.

also today it work it hit me. im picking up my new (to me) boat on saterday, its a 1990 wellcraft eclipse 216 with a 5.0 (GM) mercruiser, im thinking that im going to put it on hold untill i get the new boat, then i will just beable so swap out parts. i belive stuff like the coil, ballast resistor, and even the ignition module are the same. i do have to double check that info but it would save me some cash that i dont really have to begin with.

on the fuel tank, there is a fitting to which the fuel line attaches. that is a valve. it has a spring loaded ball valve in it. They cost around 12 bucks to replace. Just to eliminate a possiability, I would replace it. they call it the 'anti siphon' valve. They do fail, and because of the ball valve/spring, they can catch debies and clog.
The concept is when working proper, the fuel pump overpowers the spring valve and fuel flows. a stuck valve could cause the problems your discribing.

Just a hunch . . . I had a friend who's mercruiser did the same sort of thing except the opposite way . . . once the engine warmed up (20 minutes or so ). . . it would not go over 2500 RPM. Turned out to be the ICM.

I watched your videos, and I say its either ur carb, or fuel delivery. I have the same engine, and mine did the same thing untill i cleaned N rebuilt carb. Ultrasonic cleaners are the only way to go. I actually had it apart twice. The first time I thought it was clean, and did the same thing, so I bought a ultrasonic cleaner N cleaned it again with great results. I used toilet bowl cleaner diluted with water+heat from the unit.....
The light switch in conjunction wirh rpm is only coincidental.
