3.0 Rear Motor Mount Loose

Hi I have a 1992 3.0 Mercruiser and the rear motor mount bolt is loose. The bolt can be easily spun by hand and I can feel the tip of the bolt below. What holds this in place. A nut? or is it threaded into the mount? How do I repair this?

There should be a nylock nut on the bolt. 9 in the picture below is the nut. PN 11-99298

It doesnt seem like the bolt is long enough to get a nut started though. I can just feel the tip at the bottom.
