The rudder? Are you talking about the skeg below the LU gear case has been bent? Don't try to bend it back, most likely it will snap off. The skeg shouldn't effect your motors RPMS even if it were completely missing you wouldn't notice any effect unless you hit another rock that is. If your talking about the anode or trim tab above the prop then you can adjust that or just get rid of it for a flat model anode since you most likely have power steering and don't need the tab..

Here is an update. There was nothing wrong with the tach in the boat. I put on a 4 blade Apollo 20 pitch and it is working perfect. At 3400 rpm's and a speed of 33 mph my prop slip is right where it should be. I did notice at idle I had no exhaust coming out the prop. It was coming out near the transom. Bellow is on so don't know where it is coming from. Guese I will start another topic. Thanks everyone

I'm no I/O expert but I believe there may be relief holes in the leg for exhaust at low motor speeds.

There are exhaust relief ports at the bottom of the transom shield. At idle most exhaust exits there.

I am not an I/O expert either, but sometimes I step in and play one as an understudy on the internet :)

For exhaust thru the prop (or cav plate on Volvos), there is a lot of backpressure with the leg down at idle or slower speeds. The idle relief ports are part of the exhaust pipe at the transom exit point, thus are not very far underwater, and let the exhaust see an easier way out so to speak for easier starting and idling.
