Code from the back.

Everything is origional except the block/heads. I have replaced the iac, map, tps, injectors, alternator, raw water pump, oil sending unit. It just got a tune-up and a fly wheel after I found out when the origional owner overheated it, he tried to start it and removed half the teeth for four inches.

The fact that is runs fine above 2000 and not below would seem to indicate a fuel issue did you actually take a neon light and watch the injector's spray pattern...And these new injector's where did they come from...You have to use original Volvo equipment or know what GM injector you are using...they are 454 injectors there is number stamped on them... Very few parts stores would know what you have..Have you measured your IAC voltage..Actually what brought this all on after the tune up or before. Of course you have changed your fuel filer's

I replaced the injectors with ones listed for a 454. I don't remember the stamp on them, but that is what I ordered. They were both replaced because one was not even working and the other looked like a leaky garden hose. Still can't figure out how it ran like that? The patterns are a nice pulsing mist from both.

I have measured and adjusted the iac with little change. The origional was frozen. It even went to an authorized V/P shop and they couldn't figure it out. I spent some time on the water pulling and adjusting it with little to no change. That was when the flywheel issue reared it's ugly head and resulted in a tow. Motor and outdrive had to come out for that repair and they went through everything while it was out with a couple seals lookig "iffy" and the cap/rotor tune up because it was there.

Same problem continued after it all went together with the two codes showing. Shop couldn't figure it out so I've been loosing patience with it for two months now instead of fishing. I have used several different manuals (thanks again Don S) with the last round telling me this is my problem.

Fuel system had been checked/serviced and everything is good.

There are many types of 454 injector's and flow rate's...below is link for the 4.3 injector's. Marine tbi runs at different fuel pressure rates...automotive run at 50+ and your mefi runs at 30. check the cross reference to see if you have the right flow and pressure rates

.You may want to cal these guy's and see if they can do a cross reference for you and see if they wil or can clean your throttle body.... or clean it yourself...have you cleaned the the circuit? WitchHunter Performance - Injector Cleaning & Flow Testing Services

Actually your injector's were plugged and your IAC was frozen it sound's like the the system was in bad shape before a new ecm i would clean the entire fuel delivery system

21 and 33 Throttle position sensor have you checked the voltage that would explain the idle and a bad iac
