I need to replace those little spring loaded hooks on the inside of the rope start cowling which grab the flywheel. So far I've only been able to source the entire cowling. Any leads would be greatly appreciated.

I only see one pawl missing. And the post that holds it is broken, so you need a rope sheave too. That stuff should all be available from any Evinrude dealer---probably has one in the scrap pile.
