40hp Merc forward and reverse are flip floped

I recently rebuilt my 1989 40hp Mercury but when I got it back together my forward and reversed are backwards. Does anybody know what I did wrong to cause this? I assume that I have something in the lower unit assembled wrong. Can anyone help?

the shift shaft at the top must be in the same gear as the shift shaft on the lower unit when reassembled. you need to sart over

Can I repair this by removing the lower unit or do I have to go in from the top?
