45 HP out board motor

I purchased a used 1986 Bass Tracker TX 17 with a Mainer 45 HP out board motor. The previous owner stated that the motor would not start and that the cause of the motor not starting was that the stater was bad ,the ower stated that he would change the stater and that that would take care of the starting problem. That did take care of the starting problem but the motor will not run at full throtle I can start the motor idle out past the no wake zone and move the throtle to full and run for about 100 yard and then the motor looses power. I move the throtle to netural and then move the throtle back to full and it will run for another 100 yards and the same thing happens can anyone help me in resolving this annoying problem so I can go fishing PLEASE HELP AND THANK YOU FOR ANY AND ALL THE HELP YOU CAN PROVIDE RES

Id say rebuild the fuel pump and carbs.
