Yeah could be. Do a compression check, a head gasket is not a bad job. You can pull the head without removing the exhaust manifold. Heavy but might be easier than getting out rusty bolts and stud nuts. Use a OEM Mercruiser head gasket, it is expensive but has sealing surfaces especially designed for the 470.
