I have managed to get the motor to run but have no water being pumped through it. I pulled out the impellor which looks old and hard. I put the hose on the water pipe that’s connected to the water pump and had plenty of water flow. The question I have is water supposed to flow out of the power head and just fill up the exhaust housing until it’s forced out the small holes in the housing or am I missing something?

You dont say what year or model but yes I think you are missing something.
There is no telltale AFAIK . The cooling water is discharged from the power head into the exhaust housing and leaves under-water with the exhaust gas.
You should see a few drops or a mist being blown out of the back pressure relief ports ( "small holes") but that is all.
It sounds as though the power head is free of obstructions so if you overhaul the water pump I would expect everything to be good. .
When running you should be able to touch and maintain brief finger contact with any part of the power head except the exhaust manifold cover plate and the head around the plugs.
If you cannot , or a splash of water sizzles and boils or if the paint is discoloured it would indicate over heating
