5.0 gl-e idle issue

I have a 2005 regal 2000 bowrider with a 5.0l GL-E engine (Holley carb). The boat runs great (once it get warmed up). There is one issue I am having? When the engine is warm and you start up, the engine will idle in "surges" (for lack of a better term) between 300 rpm and 500 rpm for about 10 sec or so (or unitl you give it a little gas) and then it idles at 550 rpm with no issues. I brought up the issue last year at the shop when I was getting it winterized, and they knocked back the electrical choke one setting and said it should help (not really sure it did anything other than making the engine turn over a few more times when cold starting). Any suggestions. Have not really taken a good look at the carb, but could it be a diapharm issue (like on old cars with carbs) or an electric choke issue? I kindo of feel that the electric choke is not working correctly - but just a guess

It's a carburator, not EFI, give it some throttle when you first start it. Once it cleans itself out from the over rich condition from shutting down then starting warm, it will be fine.

Thanks for the info. I talked to a volvo repair facility and they said they think the idle is too low (currently at 500 to 550 in neutral) and the carb is loading up when first starting. The indicated that the ilde should be set at 650 rpm in gear (so slightly higher in neutral). I set the idel to be 650 in nuetral (slightly less) and things have gotten better.
