50 HP ETLK Throttle Plate Holes Up or Down?

Got my manual and OEM carb rebuild kit today. Fuel delivery to carb has been checked and carbs taken down and cleaned previously. Still had surging at WOT so I replaced fuel pump also. Reading the manual before I tackle the job again I noticed the holes on the choke plates should be on the bottom, which mine are. It does not mention the holes in the throttle plates, mine are on the top.Is this correct ? or should they be on the bottom? When I did the carb cleaning all seemed to go well but the result. I am about to do it for a second time with the rebuild kit. Can not figure where I went wrong but the manual has given me insight as to where to check. Thank you in advance for your reply.

they are not supposed to be removed as the screws are bucked over after installation at the carb manufacturing plant.
they are non servicable items.
if you have somehow managed to get the screws out make sure you buck them over on installation or you will post about a shutter screw that passed the reeds.

Rodbolt, Thank you for your reply. I do not remember taking them out so I guess I did not. It was just something that caught my eye while looking through the manual. Just want to eliminate some issues while considering others. Just want the engine tops when I use it next time. I appreciate your replies. Will post again on the outcome. Hopefully when I do the carbs the second time I will see something I missed on the first round.
