If the compression is good its always worth the time, depends on what you paid to tell if its worth the money. The most important things, or the things that tend to break down over time are:
1. points, condensors, coils and wires
2. carburator. floats, needle and seat, varnish build up and deposits, fuel filter( always rebuild carb.)
3.fuel lines and all other rubber, they get hard and crack over time and the ethanol added to fuel eats away the older type rubber
4. Impellar all outboards need regular impellar changes.
5. lower unit gear oil change and pressure test ( if oil shows any sign of water infiltration.)
This is just a guideline of the systems that usually require maintainance. With all that in mind if it aint broke don't fix it, with the exception of the impellar, especially if you are going to work on the gearcase anyway. I would suggest that while you have it apart to reseal. you don't want to tear it down twice.
