60 HP Mariner

I have a question about a 1986 , 3 cyl 60 HP Mariner. My buddy sold his Sunray Cavalier with a 60 Hp mariner on it.
5 days later, new owner claimed it needed a tune up, now he claims that the # 1 cyl is not firing and needs to be replaced, but the motor starts first shot it just has no power. My question is? Would the motor start at all, and it would be running pretty rough if it did start. Let me know what you guys think.

Real simple...go to harbor freight and buy a compression testor and post the numbers.. if they are 100 plus in each cylinder and within 10-15 lbs of each other you are ok..buy a spark testor while at harbor and make sure you got fire on all three cylinders..No power can be a number of things..let us know the compression and spark conditions..we can go from there......
