65, ev. 18.5hp wont run well with cover on

I have an 1965 evinrude 18.5 fasttwin it will run with the motor cover on but barely. If I pull the cover off it runs great. I'm thinking one of two things 1. not enough air to carb.or 2. getting exhaust back into cover somehow. any help would be great thanks.

I agree with both of your suspects, cnstanton.<br /><br />Other possibilities are that the cover is shorting something electrical, pinching a fuel line or that a piece of the insulation is blocking the carb intake.<br /><br />Good luck.

I'd suspect an exhaust leak first.
