Hi,
I recently rebuilt the carb on this outboard. I had problems last year with it quitting immediately when I went from speed to slow (such as coming into the dock etc) (forget about trolling :) ) Anyway,I think I had a needle/seat bad or sticking as their would be a film of gas or oil(or both) behind the boat in the water after it quit like this and sat awhile. So, I rebuilt the carb. Now, after the rebuild it seems to run fine, (except it still won't run slow enough to troll very long without quitting, but it always did this) but I do have a couple of questions that someone will hopefully be able to help with

1- Does anyone know what the correct float height is. I'm wondering if this is part of the lack of ability to run at slow speed for any length of time?

2- On the front face of the motor, middle left side is a 'low speed' knob, which is connected to the carb and is like a low speed fuel or air screw adjustment (not sure which though). Anyway, This has always been set fully closed(and I've owned the motor for over 25 years)

Does anyone have any experience with this (or these) older evinrude outboards (or a manual) and can offer any advice?

The float should be parallel to the carburetor body mating surface when the carburetor body is held upside down.

When the carburetor body is held right side up, the lowest point on the float should be 1-7/16" from the carbretor body mating surface.

It's important to have the new needle that allows a clip to connect the needle to the float arm.

The 1968 9.5 has an idle adjustment knob on the side of the base of the tiller handle. This knob will set a stop to prevent the engine from running below a RPM level that will stop the engine. Once you have the lean/rich adjustment made under load, on the water, you should set the idle adjustment knob.

I'll check it.

I did put the new needle and clip in with the rebuild kit I purchased(the original was as you said, no clip).

the idle adjustment on the tiller is frozen solid (and has been ever since I've owned it). It's always run, so i didn't want to break anything trying to free it up (and believe me, I'm real good at that :) )

I will check the float height and adjust the low speed mix under load.

That frozen tiller adjustment is probably the reason you can troll. I'd break it and get it fixed if I had to. I'd rather have a plugged high speed jet than a trolling issue.. Rick.
