I disconnected it and the roller went all the way back. I can manualy open it up to the lockout and its fine. Its when I try to ese the tiller that i cant get it to open up. I'm running out of teeth on the gear before it gets to full throttle.
To me that's saying someone had the tiller apart and didn't get it back together correctly.
Pull the tiller off. Try and set everything were it should be when it's to the farthest off position, carb, magneto plate, connecting lever. Then try and reset the tiller to the correct position.

I just noticed that the arm that goes from the gear up to the top has a twist in it. It looks like if I twist it back to straight it would open the throttle all the way. Can I do this or is it supposed to have the twist?...

That is correct. Should be straight. But still that picture doesn't look as though it's twisted enough to put the timing off that much, maybe a 1/2 a tooth. But what you're describing sounds like it's off by more than a couple teeth.

Everything is good now. I straightened the twist out and it opens up all the way. I did have to reset the gears but I was able to do so with the arm straightened. The twist was worse than it looked in the picture. Thanks for all the help folks......Royy
