This motor has been in storage for about 3 years...I have heard that the impeller should be changed..is this a DIY project? Or should I take it to a shop?

what motor is it, can't get to site to identify it. most impellers are DIY, if you know which end is which on a wrench.

site came up it's a 1968 9.5 here's the correct manual
http://www.outboardbooks.com/index.cfm?fuseaction=models.main&year=1968&ID=56163

there should be a 1x2 vertical plate on the side of the motors leg. behind it should be a linkage connector loosen bottom screw, has to go back together as it comes apart. then remove the 4 bolts on the the bottom of the leg. lower unit should drop out. follow prompts here and you will get to the engine diagrams and parts list. http://www.evinrude.com/en-US/Accessories/Literature/

There is no 1x2 vertical plate. You have to unbolt the lower unit and let it drop down. Then you can get to the shift rod connector to remove one of the bolts.
