You should be able to remove the trim/pump assembly. Take the motor to a electrical repair shop and have it tested. Its either worn brushes or a overload curcuit thats bad. If its the overload curcuit thats bad , have the tech to by-pass it and put a 20 amp fuse between the motor and the battery.
Cheeper than buying a new one.............
