70hp 2001 yamaha outboard HELP PLEASE only 2000 RPMS underload

I am baffled.

i get 2000 rpms out of the motor underload... (in gear)

out of gear I can rev it up... fine...

got fire to all cylinders..

fuel to filter fine...

Could my carbs be gummed up?

any help would be greatly appreacted....
