my 9.5 1971 evinrude ran well in the barril early this year and i took it out on the water it started second pull. i opened it up and went across the lake very nicely but when i stopped it stalled. it was very hard to start and it started to chug on take off and after 10 seconds it ran well again.and then when i stopped it stalled again.each time it was harder to start.i did some fishing with the electric motor and let it rest for a while. one hour later it started up second pull again but after i ran it across the lake the same thing happened. is this a carb problem possibly the float?

There are a few things it could be but my first thought is with the carb. When was the last time it had a good cleaning and new kit put in it? Are you using fresh gas? Have you checked it for good spark when it is giving you concern? Are the plugs the correct ones and are they in good shape. what are your compression numbers? Are you sure it's cooling properly? Have you pulled the fly wheel and checked the points and coils? All the above can contribute to your engines performance. Check some things out and let us know what you find out.

Run with the cowl off. If it's normal, you probably have a ripped shift shaft boot just below the powerhead that lets exhaust up to the motor. Not a fun fix.

i used new gas i will clean the carb today the coils and points where done 2 years ago the compression was good then. there is no carb kits avalible for these 9.5s. maybe a good cleaning will help i have never done that yet on this motor im sure it wont hurt.

it sounds like your carb float is getting soaked, I have seen a few carb kits on ebay recently, getting the square float is sometime a pain. You can dry it out, re-seal it with gas/ethanol proof glue/lacquer. Also the 9.5 carbs are very touchy with dirt and stuff, it doesn't take much to get it's nose bent out of shape.
