72' merc 402 won't accellerate

I have a 1972 40hp mercury that all of a sudden wont accellerate in forward or reverse. it has steering and controls. the control is a two piece unit that usually once in gear, the forward/reverse shifter also then controls the throttle. does this sound like the problems in the controls or could it be a motor problem? don't know where to start.

Take the cowl off the motor and have a helper move the throttle and look to see if the end of the throttle cable is moving the advance arm. If it is not then the problem is in the control unit, if it is then the problem is in the motor. Likely the control unit.

it was a plastic part in linkage system, next to carb, that corner or ear broke that connected to some linkage arm.
