'73 115hp will it start?

i know i should not run the motor w/o lower unit for obvious cooling reasons but i have a situation. the lower unit on the boat i got dumped on me is FROZE UP. i want to make sure the motor will run before buying a replacement lower unit. its turning over fine w/ lower taken off but will not start,can it? i will only leave running for few seconds. wasnt sure if it needed to be on for synchronizing purposes or something. real green when it comes to outboards but learning everyday thanks to you guys!

It will run without the L/U. Don't open up the throttle....it can run away in a hurry.

i guess i'll just have to keep tryin to get it running.that and the stuck steering cable in tilt tube,but thats another thread altogether.<br />thanks for the quick response mike.
