'75 Evinrude 6hp waterpump brg. housing seal removal

Hello,
I have an Evinrude 6504r I am doing a rebuild on the water pump and below. I would appreciate any tips on removing the seal in the bearing housing that sits below the water pump impeller plate. I have tried drilling a hole in it to use a body dent slide hammer but I can't get any drill bits to go into it. (tried two different bits, neither one would start). Also tried long punch from bottom...won't budge. would try knocking in the side of it with a small chisel, but concerned about breaking the housing. New housing is pretty pricey.

Carefully use a dremel tool to weaken the seal on 2 sides.-----Then pop it out with a screw driver.-------Factory has special tools to remove those seals that also worked well.

New about the special tools but didn't want to buy for just one time use.
Thank you for the suggestion. I had to use a dremel tool, small chisel, and a long punch, but I finally got it out.
