75 HP Super Sea Horse Electromatic no reverse HELP!!!

Hi im a new boat owner (new to me) and i need some help
its a mid 1960's 75 HP Super Sea Horse Electromatic, when i start it up the prop will spin even when in neutral and when i shift to drive theres no change but when i shift it in reverse it will bind up and kill the motor,
im getting the correct voltage to the lower unit, and when the key is on and in neutral the prop will spin freely both ways but with a lot of resistance.

has any one had similar issues?

Yes, I have had a similar issue on a 40 HP Electric shift (same era). Unfortunately it was right before the entire lower unit seized......Disconnect the wires going to the shift solenoids, and measure the resistance of each to ground. Each should be about 0.6 ohms. Something could be shorted.
