Sorry for rookie question, but what is proper fuel-oil ratio for 70 horse Evinrude; Model 70573 B?

Are all older outboards the same in terms of this ratio?

50:1. Been that way since 1964. A 1975 motor is not "vintage"; it's just getting broke in.

Those two numbers need to be reversed, before we can call it a "vintage motor"
