76 Johnson 70 hp problem

I have a 1976 Johnson 70 hp and it's cranks and idles just fine but when I try to give it gas it stalls or Takes a while to go. I cleaned and rebuilt carbs and I checked timing and times at idle is 4 and when I Give it throttle the timing seems to go to the right or backwards. Another words it is about three inches to the right of tdc or any of the numbers. So what does this mean and how can I fix it. Also are all three cylinders supposed to spark steadily when I put a tester on them. Thanks
