78 johnson/evinrude 25hp lower unit

i have a johnson 25853C that is getting water in the case,just took it apart and replaced gears and clutch dog, ordered GLM 87606 lower unit seal kit but it does not seem to have the correct spaghetti seal it seems way smaller in diameter then what it should be, according to the catalog this is correct kit
any ideas? it can't be smaller then the groove it goes in and still seal correct can it?
please help my only other idea is use lots of silicon... lol not a good idea i know...
