78 Johnson Seahorse No Spark

No spark on my 78 seahorse my question is I looked at other post and did some voltage checks. Right now I am getting voltage on the black/yellow wire when cranking the motor over is this normal? I watched the meter and the voltage slowly goes down after I stop cranking. Is this normal/ what part might be bad?
I did this test with all plugs removed.
Thanks for any help in advance

The blk-yel wire is the kill switch wire to the pak, there should be no voltage. If there is the pak will be shot.

I checked with each power pak unplugged .I got the voltage reading with either unplugged. Does that mean I need two power paks?if so did something else cause the power paks to go bad,or could it just be old age

I am sorry I forgot to give the H.P. it is a 115 bored out to a140

There should be no voltage on that kill wire. Before you change anything you have to determine where that voltage is coming from. Even slight voltage on the kill wire is damageing to the pak.
