83 60 hp johnson wont run down the lake

Hello, I have a 1983 60 hp johnson that won't run down the lake. On the muffs it seems to run fine, a little rough idle. When I put it in the lake it runs about 8 mph and is not throttling up. I have it on a 16ft fiberglass fish and ski boat. Thanks

Have you first checked that she is firing on all cylinders? Compression?

yes 125 on both cylinders
