The 2 bottom bolts on the transom assy. outside the boat.....mine are loose. One has a "cap' on it and the other doesn't. I can turn the one without the cap with a 19mm socket forever and never gets tights. I do have a water leak that I can't find.

Removed the entire drive and everything was dry and fine. Ujoints were greased and no rust.

How do I or can I tighten the 2 bottom bolts in question???

Those 2 bottom bolts you need to tighten from the inside. On the outside they should of had bullet shaped anodes on them.

Those bolts are aluminum and have anodes for corrosion control mounted on the outside stud of the bolt. The reason they are loose is one of 2 things. The bolts rotted in half from a wet transom, or the transom has rotted and is now soft and the nuts will not tighten against anything.
Either way,, the engine has to come out to fix it properly.

The lower bolt on the starbord side is just that .....a bolt with a 19mm head on it. I saw a picture of the correct bolts with anodes and I only have one of them.......uggghh~
