Got mine on ebay, $30-$60 depending on what you get. As long as you have a decent multimeter ($20) it will work fine.

My next finger to point at would be the stator.

wish this would have continued to the end game. I too have a Johnson 90 v4 1981 that the idle is over 2800 rpms at start up and never goes down. Have looked at almost every item on motor and can not find the problem.
