I have taken ownership of a '83 15ft Bayliner Capri w/ a 85hp Force. It is in excellent shape, prob less than 20 hrs on both boat and motor. It ran very well before my uncle had lost the key and stored it some 17 years ago. How much work will it take to restore it?

It depends on how it was stored. It could be anything from a key and a battery to a complete overhaul. If gas was left in the carbs, they'll need cleaning. The water pump should be rebuilt. If there's still gas in the tank, discard it.

Perrylane, varmits and critters of all sorts love to knibble on electrical wires of all kinds. They will find there way into places you think are safe. Of coarse this depends on how it was stored, but I would still check all of it. As well, don't forget to service your trailer bearings. As is, you will burn them up in no time. Enjoy your boat !
