It is hard to tell from pictures if the oil is leaking out or accumulating. Wipe it clean and see if the accumulation returns.
The top seal that you can see is a wiper. As it scrapes oil and debris off the piston shaft it is normal for there to be some accumulation. If it is a leak and oil is actively escaping then you worry is that water might be getting past seals and into system. The top seals do not affect the ability of your system to lift and hold. It takes about 4hours to do a freshwater boat that does not have any siezed bolts or covers.
