It is hard to tell from pictures if the oil is leaking out or accumulating. Wipe it clean and see if the accumulation returns.
The top seal that you can see is a wiper. As it scrapes oil and debris off the piston shaft it is normal for there to be some accumulation. If it is a leak and oil is actively escaping then you worry is that water might be getting past seals and into system. The top seals do not affect the ability of your system to lift and hold. It takes about 4hours to do a freshwater boat that does not have any siezed bolts or covers. Rebuild Kit Chrysler Force Power Trim and Tilt Cylinder Seal Kit | eBay Guessing from pictures, I doubt that you need to rebuild the cylinders at this time. It is probably the fluid pump (aka valve body). It is the thing with four tubes going into it that bolts onto the bottom of trim motor with four small phillip head screws.

So ill wipe it clean and raise and lower a few times and leave it up to see what happens then? And should I replace the valve body or is there an easy fix?

Ok did what you said. Wiped it off. Raiser lowered few times and left up to drop. Now clean I can clearly see a leak on the shock. image.jpg

I gotta ask ya... the only purpose of The shock on the trim assembly is to protect the boat and the motor in case it hits something in the water while moving and doesn't send the engine flying into the air or the boat itself correct? Meaning that even tho there is a small hydraulic leak coming from the top seal of the shock that wouldn't have any effect on the engine slowly dropping down?
