85HP wont throttle up in neutral setting

I have a 87 Bayliner capri and when I pull the throttle handle out for neutral and then try to push forward before starting the motor it won't let me. I thought it might be something with the control cable or the control lever itself but when i disconnect the throttle cable from the motor i can't open the throttle manually on the motor either. When you try it in normal operation shifting it into gear first it will throttle up fine. Hope i don't sound like im rambling but im not real sure how best to describe this. Any help is appreciated. I have come quite familiar with the Control itself and have had it apart and greased up and everything. Both cables operate smoothly as well.

I'm not a pro but on my 50hp ther is the thingy called a tower shaft and that connects my throttle linkage to my control. On this tower shaft is a stop screw that can be adjusted to get higher neutral gear rpms. Probably don't sugest cranking it out too far. Over revving=BAD! Maybe yours has one too?

Yes, mine has a tower shaft as well. But the problem is. Unless the gear is engaged the tower shaft will not move. Once the gear is engaged it will move outward. Normally to start the boat when cold i pull out on my control lever and push forward for Neutral/Highthrottle. I can pull out but it will not push forward. Therefore im stuck trying to get it to warm up at low idle.

Have an 85 Bayliner that had a similar problem. On the gear selector\throttle handle, pop off the plastic cover cap in the center of the lever and check that the nut is tight. Should do the trick.
