86 Yamaha 150 not run for 7 years

Can this motor be started again? If so, what components should I check before I try to start it?
A brief history for this motor. I know that 7 years ago it ran good. The previous owner parked it outside, uncovered for the first year. He did not disconnect the batteries or remove the drain plug. So when it rained the boat filled with water and the batteries were actually submerged in water that then froze when it turned cold. He drained the water, removed the batteries and parked it under his carport.
Can I bring this motor back to life? Thanks for any advice.

You need to supply a little more information. Is this a fresh water motor? Do you have the owner's manual and a Yamaha factory service manual? Was the engine fogged prior to storage? If it was not fogged I would remove the spark plugs and spray in some Yamaha fogging oil. I would try to move the flywheel by hand to see if the pistons and crankshaft move. If they do, you are probably home free. You would need to change the complete water pump and thermostat and poppet valve and rebuild the carburetors. Also change the spark plugs. Change the fuel pump and fuel filter. Lubricate the engine.

Before spending any money on it, I would first do a compression test.
