87 Force 125 not opening up

So I put my boat in the water today and it was running at 1/4 throttle just fine but when I went to get on it and opened up the throttle it didn't go any faster than 10 mph. It has new plugs, water pump and I drained the fuel separator so could this be fuel delivery problem? I left it running and pulled the plug wires out one by one to see if one of my packs are shot but the engine responded to each one so I guess it's not that. I really want to get out this weekend so if anyone has a suggestion for me I would really appreciate it. -Paul

Did it rev up or just set there at 10mph?Could be a prop.More info please.J

I drop the throttle all the way down and it doesn't even want to go. Like it's starving for fuel but does not even rev past a few thousand rpm's. I'm going to bypass the tank tomorrow and see what happens and if it's still the same then the packs go along with the coils. It's just frustrating because it ran so well when I took it out at the end of the season last year.

Don't just throw parts at a motor. outboardignition.com has test procedures for your motor.
You will need a peak reading volt meter.T#530 PROFESSIONAL PEAK READING DVA VOLTMETER MULTIMETER
The one from Electo specialties is a good one.Or get the adaptor. #530 is the one I have 112$

I had the same problem a few years back; gummed up carb. Remove one bowl at a time to see if you have any gunk and clean carb(s) as needed.

I recently had the exact same problem and fixed it this past weekend. Adjusted the carbs which weren't set right, replaced the diaphragm in the fuel pump which was original and not taught, replaced the primer bulb which had a slight leak, and replaced the fuel line. Went from 10mph to 39pmh.
