87 johnson carb question

Having only had this 25hp johnson for a month or so now, I am still trying to make sure it is all running the way it should be. So far I did a decarb with sea foam ( spraying a 1/4 bottle through carb when engine was warm and running...followed by spraying a liberal amound into the cylinders through the spark plug holes when semi warm and waiting about an hour or so before i restarted it. then put new plugs in. It seems to run great. I noticed last time out that the first 1/5 turn or the till handle doesn't alter the carbs butterfly in anyway. I then looked further into this and see that at wot the carb butterfly barely makes 45 degrees to horizontal. I thought that to be odd given that performance seems so good. The butterfly should be horizontal correct??? I think the thing (no idea of technical name) along the throttle linkage with the screw and spring on it was off by a little bit, which is prolly why i had no throttle response for the 1/5 turn of the handle. I moved that so the the butterfly begins to move when the throttle begins to move on the tiller handle, and the butterfly now opens to horizontal at wot...Did I do the right thing, and is it supposed to be horizontal????

You need to make 2 adjustments. First is adjust the cam on the throttle pickup so that it contacts the timer plate when the small mark on the plate is touching the cam. Second, with engine dead and in gear turn throttle to wide open. The rod that runs under the left side of the flywheel should be adjusted now so that the butterflys are horizontal but not in a bind. Hope this makes sense.
