460 King Kobra......I used to have one of those......
Well it could be any number of things.
Usually the lower shift cable is defective (corroded, damaged, bent, etc)
Don't try to run it that way or you can cause permanent damage to a very rare and expensive drive to fix/replace.
If you want to fix it yourself, you'll need to get an OEM 1988 OMC service manual that covers your model.
Also have a look at the following.

If you take it someplace to get it fixed, make SURE that the people there KNOW how to work on a Cobra.
If you're not familiar with doing this I suggest you find someone that is.
