89 28SPL Misfire both cylinders. ideas, and repair manuals?

So that's my problem in a nutshell, the thing is misfiring on both cylinders, and zapping me if I touch the connections on the back of the ignition switch.. sounds to me like a bad ground.. but I've cleaned everything and still happening. wet black plugs, rebuilt / checked the carb a billion times, and checked to make sure the fuel pump diaphragm isn't ruptured letting fuel in that way, So id say I'm 90% confidant its not a fuel issue. observed spark drop out using a spark checker. tried to find a repair manual for it and am also coming up empty.. anyone have any suggestions? Thanks!

What is the History of the motor? How long have you owned it? What other repairs, specifically in the Ignition System, have you done to it?

Repair manual for a 25 or 30 HP would be ideal for that engine.

history 0 I've had it for ever from a boat i junked and never had a boat to put it on.. its never run right, and to clarify, I get zapped if i touch the terminals in back of the switch.. thought maybe something goofy with the ground to shut down wire, disconnected it, no change. swapped coils from another motor, no change. I'm gonna spray the ignition leads down just to see if its an arc from the 2ndaries to say a 12v wire or etc.. I don't hear any arcing.. so im doubtful, but just keep pecking away....

Yes black yellow is the kill wore. It grounds out power packs to kill the engine.

and still having trouble locating the correct service manual.. pulled the flywheel to have a peek at the cdi and pickup coils.. first I found that I have the flywheel contacting the pickups slightly, I have (a little) play in the crank, and the stator plate is wobbly.. anyone know how much end play / run out I can have? and I'm guessing the wobbly plate isn't supposed to wobble.. I hope i have identified the problem... I hope i hope :)

This motor is nothing but a 25 or 30 HP with a different lower unit / midsection !!-----And the same for many years.------Manual should be easy to find.
