I have used a fully charged brand new battery, 2 different starters (1 new, 1 original that tested good by a starter rebuilder), 3 different sets of jumper cables. It turns over quite quickly when no plugs are in. When any single plug is inserted it will not turn over fast at all. I can turn it by hand (using both hands) whether plugs are in or not, it does take some strength to do so. I hope to take lower leg off tonight and see if there is any obstruction in exhaust on that end.

The original question was about too much compression.---No such thing.---Now what may be happening is with a plug in it is putting more load on one or more bearings inside the block.--These bearing may be corroded from water sitting on them for a long time after submersion of boat or motor.---Hence the problem of it not wanting to turn freely.---Also could be problems with the lower unit if it has suffered from water sitting on bearing for a long time.---Have you checked oil in the lower unit ?

Have not checked lower unit oil, I'm sure we need to change as motor has been sitting for a number of years. Would this affect motor speed when in neutral? Confirmed prop spins freely.

I do not believe that it should take 100 posts on this to figure out what is wrong here !!!-----Take the cylinder head off and report what you see here.---Any rust to be seen ?

if it turns freely by hand its not in the gearbox. One sparkplug shouldnt make any difference really, especially as the exhaust gas can just escape out the exhaust port and into the other cylinders and out with no plug installed. If it was the bearings i dont think it would spin freely with no plugs in and he would hear some odd sounds if they had gone that badly.

We need to see a video otherwise its definitely maunchausen syndrome here

I took head off yesterday, cylinders look great, no rust and can still see the cross hatching machine marks. Pistons can be wiggled back and forth with a little play.

cool, you can just add a link to youtube using the paper clip on the top left of these dialogue boxes.
Include spinning with plugs out by starter and with a plug in and a video of your set up

Just feel we a all going over and over in circles without being able to visually see it

You took the head off yesterday and did not post that information ??------Before you do anything else you need to remove the lower unit as posted some time ago.---If not then we are running in circles and well on the way to 100 + posts before this gets sorted out !!

Took off the lower unit, couldn't turn the shaft by hand. Motor now turns much easier. I believe we have found issue. Next step tear apart, clean and lube. Thanks for the help everyone!

I guess I didn't know what easy was until we removed lower unit. This is my first outboard. It would turn over quickly without plugs and would not with. Now it turns over much quicker. Once again I appreciate the help.

Remove waterpump.---Then remove 4 bolts and pry out the bearing housing.--That should tell a story.---A new lower unit is far too much $$$$----Your search for a 3 cylinder 50 / 60 / 70 hp used lower unit will now begin.----Fine spline lower unit 1989 and newer is what you need.

Are you sure all battery connections are clean? Are the connections on the solenoid from the battery and to the starter are clean?
