89 Capri 12 volt Lighter Installation

I'm trying to install a cigarette lighter / chart light on my 89 Capri but can't seem to ground it enough to keep from blowing fuses. I assume grounding is the problem. I mounted it to the left of the steering wheel in the small aluminum panel. The panel is fastened to the plastic dash with no metal to contact with.
How the heck does one get enough grounding? Where can I ground it to? What size fuse should I be using?
Any help?

with the exception of using a longer wire to get it metal, i would sugguest moving your question to the technical forum ( alot more people visit that )...best of luck
