I had the motor looked over by the dealer an hour away. He said it has beautiful spark, good timing, and good compression. So it must be a fuel issue. Yet they could not spot any fuel leaks on the infeed and there were no obvious issues with the carbs. They pretty much left it at start throwing replacement parts at it till it runs. They were shocked it wouldn't take off and performed so poorly. I have a few more options but I think I'm going to trade this problem in to a different dealer for an running motor.

I was ready to give up on this motor. I had ordered a new fuel pump and the delay in shipping kept the motor on my boat. I was told to put some clear vinyl tubing on to see the fuel in the line. I found that the fuel was running back to the tank after primed. While the boat is bogging in gear at 1/4 throttle I can pump up and prime the fuel pump and off she goes. I have more random parts coming in so I haven't put it all together. Anybody with fuel issues should try some 3 dollar test vinyl tubing to help diagnose fuel issues.
