89 Evinrude 150 VRO question

I bought this motor this spring & am getting it installed on my 20ft. bowrider. The previous owner said the VRO was disconnected & ran premix.I noticed the VRO pigtail was not disconnected. If the VRO pigtail is disconnected does this mean there is no running fuel pump?

The VRO is a mechanical pump not electric. The pig tail is for the oil pump sensor which should be disconnected when the oil side is disabled.
